(CHICAGO)  Mayor Rahm Emanuel says he is going to run for re-election in 2019.    Emanuel told the Crain’s editorial board that he going to run for a third time because “I want to make sure that every part of the city is participating in the quality of life.”

Crain’s Greg Hinz reports that there is no sign that there is no sign Emanuel will face a major opponent despite seeing his popularity fall after the release of the video showing a white police officer killing black teenager Laquan McDonald.     Insiders  tell Hinz Emanuel’s popularity numbers, which had dipped very low, are back about 50 percent in the latest polling.

Emanuel’s comments come after he unveiled his 2018 budget on Wednesday, an $8.6 billion budget that would spend about $289 million more than last year’s funding plan.  The spending plan includes a $1.10-per-month increase in the 911 tax for cellphones and landlines and a 15-cent increase in fees for ride-hailing trips.
