(CHICAGO) Mayor Rahm Emanuel is reacting to a report of abuse at one of the Chicago shelters operated by the Heartland Alliance for children separated from their parents at the Mexican border.

The Washington Post reported complaints of physical and emotional abuse at Heartland’s Casa Guadalupe shelter here in Chicago.

Rahm is not blaming Heartland so much as he’s blaming Trump, “I know that there’s going to be an investigation to look into this, but I don’t want to lose sight that we would not be in this situation if President Trump had not instituted his zero-tolerance policy. You would not be asking this question.”

Heartland says “We are making the best of a bad situation that shouldn’t be happening.
