Rahm’s last budget: No new taxes

(CHICAGO)  At City Hall today, Mayor Rahm Emanuel delivered his last budget address to the city council.

It was a legacy speech. Rahm spent forty minutes recounting the achievements of his two terms to improve the city’s finances, reduce crime, expand opportunities to underprivileged youth and spur economic development.

“When I made the difficult decision not to seek reelection, I said our duty as public servants is to do the best we can and then to pass the torch.”

Rahm’s passing a torch that’s got a $250M pension liability to confront next year, and while there are no  new taxes in Rahm’s final budget proposal, there is another annual water and sewer rate increase of about 30%.
