Is City Council a rubber stamp under Emanuel?

(CHICAGO) A new study from UIC’s Political Science Professor and former Alderman Dick Simpson suggests the City Council is even more of a rubber stamp for Mayor Rahm Emanuel than it was for either of the mayors Daley.
That’s actually saying something. Part of the reason why is that Alderman Joe Moore isn’t such an independent Alderman anymore. He likes Emanuel.
“He’s more progressive than the previous mayor,” Moore said. “He also has a much more open and honest budget, free of gimmicks.”
And so the City Council is down to fewer than half a dozen aldermen who criticize the mayor.
