Man charged with breaking into car in Elgin

(ELGIN) A man was arrested after police caught him breaking into a car in northwest suburban Elgin early Wednesday.

Officers were in the 800 block of Augusta Avenue about 2:30 a.m. when they noticed a vehicle with its interior light on and the rear driver’s-side door open, according to a statement from Elgin police. They also noticed a man inside the vehicle.

Lucio E. Rincon, 19, told the officers he had just gotten off of work and was working on his amplifier, but further investigation revealed he was not the owner of the vehicle, police said. He had burglary tools with him and there was evidence of an attempt to remove the amplifier.

Rincon, of the 1300 block of Maroon Drive in Elgin, was arrested and charged with felony counts of burglary to a motor vehicle and possession of burglary tools, police said. He was ordered held on a $50,000 bond.

Alvarez plans treatment over prosecution for misdemeanor marijuana possession

(CHICAGO) People busted repeatedly with minor amounts of marijuana could face treatment rather than prosecution under a set of “sweeping” reforms Cook County State’s Attorney Anita Alvarez is set to announce on Monday.

The county’s top prosecutor will announce the “first of its kind alternative prosecution program” during a press conference at her office Monday morning, the Chicago Sun-Times is reporting.

The program is designed for nonviolent individuals charged with Class 4 felony drug possession and intends to link repeat offenders with social service agencies “for treatment rather than pursuing criminal penalties,” according to the release. Its goal is to begin addressing chronic drug use as a public health issue.

Chicago Police Department spokesman Martin Maloney said Alvarez’s plan is a “welcome step.”

“Mayor [Rahm] Emanuel has long believed that reducing penalties for nonviolent, low-level drug offenses saves taxpayer dollars and, more importantly, keeps nonviolent offenders from a lifetime in the criminal justice system,” Maloney said.

Alvarez spokeswoman Sally Daly said the state’s attorney intends, in most cases, not to prosecute misdemeanor marijuana charges brought against people with no significant history of violence. Individuals with three or more arrests or citations for misdemeanor marijuana possession will instead be referred to drug school, she added.

Class 4 felony drug possession cases made up 25 percent of Cook County’s felony cases in 2014, according to Alvarez’s office. That’s in addition to 15,000 misdemeanor cases for possession of small amounts of marijuana.

UPDATE: Eight charged in South Side dog fighting ring

(CHICAGO) Eight people were charged after Chicago Police interrupted a dog fighting ring on the South Side Sunday night.

About 7:30 p.m., police received a complaint of dog fighting in the 6600 block of South Winchester. Responding officers found four pit bulls “with wounds consistent with dog fighting” and a dog fighting ring inside a residence, police said.

The Chicago Department of Animal Care and Control took the four pit bulls into custody, police said.

The following people were all charged with one felony count of dog fighting, police said:

•    Taylon Hughes, 24, of the 7800 block of South Kingston;

•    Shaquille Middleton, 20, of the 3900 block of Timberlea Court in Country Club Hills;

•    Charles Ray, 28, of the 2600 block of East 74th Place;

•    Arnulfo Sanchez, 37, of the 15100 block of Turlington in Harvey;

•    Sabrina Morris, 44, William Hill, 18, and Jimmie Kelly, 59, all of the 6600 block of South Winchester

Middleton was also charged with animal torture and was ordered held without bond, according to the Cook County sheriff’s office.

His next court date is scheduled for Wednesday.

Jawaan Chick, 22, of the 200 block of Providence in Matteson was charged with one felony count of dog fighting using machine, according to police and the Cook County Sheriff’s office.

Bonds for Morris, Hughes, Kelly, Ray and Hill were set at $10,000, while bonds for Chick and Sanchez were set at $30,000, court records show. They are all expected back in court Jan. 26, according to the sheriff’s office.
