Dad shot girls, wife and himself: St. Charles police

(ST. CHARLES) In a 911 call, Randall Coffland told a dispatcher he had shot his twin daughters, his wife and was going to shoot himself, St. Charles police said Sunday.

Two 9 mm handguns were found in the condominium where Randall Coffland and his twin, 16-year-old daughters Brittany and Tiffany Coffland lived, police said. One gun was found near Randall Coffland’s body; the other in a closet.

It appeared each girl was shot once to the head, the Chicago Sun-Times is reporting. Randall Coffland also was shot in the head. Coffland’s wife and the twin’s mother, Anjum Coffland, 46, was wounded in both legs, police said. Autopsies will be performed Monday.

Randall Coffland had a firearm owners identification card, police said.

The shootings Friday shook the usually quiet town of St. Charles.

Brittany Coffland sometimes shared glimpses of troubled home life that affected her deeply, a classmate related Sunday standing in front of a memorial.

“I didn’t really think much of it. A lot of teenagers think their parents are crazy,” Gabrielle Willaert said, fighting back tears. “And she would always talk about how she didn’t know if she could get her assignments done because she wasn’t having a good home life.”

Willaert, 17, was in an honors English class with Brittany at St. Charles East High School.

“But she stayed so strong, you could tell how much she was hurting . . . there was just something about her, you knew she had been through a lot. . . . She just felt like no one cared and all my friends in English tried to make her feel like she was cared about.”

Despite her own struggles, or perhaps because of them, Brittany always sought to comfort and care for others.

“If anyone was having a bad day it would be her priority to make sure they were OK, even if she didn’t know them, Willaert said.

“She had the biggest heart. She would ask every day how my life was going,” Willaert said. “She was nonstop smiling.”

“I can’t believe that something like this would happen to such beautiful people,” she said.

“Like everyone else, you wonder if you could done something to have made a difference,” said Dan Lasse, who works on the same block where the shooting happened, as he paused in front of the memorial Sunday afternoon.

Officials detail ‘targeted enforcement’ efforts over weekend

CHICAGO (AP) — Chicago police officials say there was a drop in the number of shootings and homicides over the past weekend after dozens of officers flooded three areas of the city.

Police Superintendent Eddie Johnson said Monday there were 37 shooting incidents over the past weekend compared to 63 the previous weekend and 70 the Halloween weekend. The weekend ended with five homicides compared to 18 during the Halloween weekend.

Police say they sent additional city, state, county and federal officers into the areas on the South and West sides where crime data and gathered intelligence suggested there might be retaliatory shootings for shootings that occurred two weekends ago. There, they made traffic stops, conducted parole checks and served warrants.

Police say they made 44 arrests, including one for a September homicide.

More Chicago Violence on an Unusually Warm November Day

By Jennifer Keiper, WLS-AM 890 News
(CHICAGO) At least 2 people were killed and 10 others wounded in shootings, Tuesday, on Chicago’s South and West sides.
This after Chicago saw its deadliest weekend this year.
Just after midnight Tuesday, a 51-year old man was shot to death by someone in a passing car on the 600 block of North Ridgeway on the city’s the West Side.  It happened just a couple of hours after 19-year old Gerald Gordon was killed and a 22-year old man wounded in a shooting in the Roseland neighborhood…on the Far South Side.
What followed were several other non-fatal shootings on the city’s South and West sides.  At least 10 people were wounded.
Chicago Police Superintendent Eddie Johnson says more than 200 new police officers graduated from the academy this week, but police can’t stop the violence on their own…
“More cops out there is a deterrent but we can’t be everywhere.  So, we need our community partners.  Everybody has a vested interest in reducing this crime, out there,” said Superintendent Johnson.

Johnson has repeatedly called for stricter sentencing laws for repeat offenders.

Retrial Ordered for 2011 Police Shooting

By Bill Cameron, WLS News

(CHICAGO) Another day and Bill Cameron says another embarrassment for City Hall in the police brutality scandal.

This time it’s a federal judge ordering a new trial in another police killing case because one of the city’s top lawyers withheld evidence from the family of the victim and then lied about it.

It’s the latest black mark on the administration of Mayor Emanuel who predicted more bad news to the city council.

“It will be a bumpy road, make no mistake about it,” Emanuel earlier said. “It is a painful process. It is a long journey because of the issues we need to confront.”

Listen to Bill Cameron’s report for WLS news here:

And in this episode there is the suggestion there is a code of silence among city lawyers.

Police to Use Verbal Skills, Tasers

By Nick Gale, WLS News

(CHICAGO) Mayor Rahm Emanuel Wednesday afternoon announced changes in police training, including a requirement that every officer responding to service calls be equipped with a Taser.

Speaking from City Hall, Emanuel said the overhaul includes changing how officers respond to incidents and their use of force.

Interim Police Superintendent John Escalante says they looked at 15 other police departments across the country to come up with best practices.

“Our goal is to change the way officers think when they approach a critical incident by establishing time and distance to allow for more prudent thinking and physical space to promote a safer environment,” Escalante said.

He says communication and verbal skills along with talking to the individual’s involved will be part of that training. The department will also put more emphasis on calling in additional personnel who have such negotiation skills.

Under Emanuel’s plan, the taser requirement would see officers equipped and trained by June 1, 2016.

The Chicago Police Department has been under scrutiny since a police dashcam video was released last month showing Officer Jason Van Dyke shooting Laquan McDonald. The 17-year-old was shot 16 times. The release of that video has prompted protests across the city.

Violent Monday Leaves 12 Shot

By Nick Gale, WLS News

It was a violent Monday night in Chicago after four people were killed and at least eight people injured in shootings across the city.

Speaking to reporters Tuesday morning, Mayor Rahm Emanuel says there are too many guns, and not enough values.

Listen to WLS Reporter Nick Gale’s report here:

“We have way too many guns on the streets of Chicago with too little values and the penalties that don’t match the values of the City of Chicago,” Emanuel said. “That gang bangers can get access to guns at will without a value system and without a sense of consequence and penalties, to indiscriminately shoot at a car with a grandmother, a mother a child and two individuals.”

Monday night’s shootings follow a violent weekend that saw five killed including a police involved shooting and 53 wounded.
