
When the Democrats take over the US House of Representatives in the 116th Congress on Thursday, the lawmakers have some big rule changes planned.
Incoming House Rules Chairman James McGovern announced Sunday that the moves are in hopes to “restore regular order and bring integrity back to this institution.”
The biggest change is the reintroduction of the “Gephardt Rule,” which would automatically raise the debt ceiling, possibly helping to stave off confrontations with Republicans and prevent the government from defaulting.
Other changes on the docket include creating a committee to address climate change and reviving a 72-hour rule so legislators can read major bills before a vote.
