Will new union contract wipe out Illinois’ budget surplus?

On July 1st, the Governor’s office and AFSCME Council 31 agreed on a new contract for some 35,000 state employees guaranteeing annual pay raises through 2025. Some downstate lawmakers fear the contract will wipe out the current budget surplus for the state.
