(CHICAGO) — The Chicago City Council is a little less of a rubber stamp for Mayor Rahm Emanuel than it used to be, according to new research from former independent alderman and UIC professor Dick Simpson.
Emanuel has never lost a city council roll call, but more aldermen are voting against him at twice the rate than his first term, according to Simpson.
“The movement from an absolute rubber stamp is still slow and you might say glacial,” Simpson said.
So, is Rahm re-electable in 2019?
“If the election were held today, I think Rahm Emanuel could well lose if there were a proper opponent on the other side.”
Does all of this mean Chicago is a little more ready for reform?
“We seem to be inching slowly towards being a representative democracy and I think we should try it in Chicago and see if it works.”
