(CHICAGO) At City Hall, plans are in the works to eliminate a loophole in the ordinance that tries to ban puppy mills in the city.
The Chicago Tribune is reporting that out-of-state commercial breeders are getting around the ordinance by calling their pricey canines “rescue dogs.”
The dog’s best friend alderman Ray Lopez said that’s not right, “The intent was to stop puppy mills. Puppy mills are a horrible institution that subject animals to basically canine rape just to create designer dogs that are sold at $3 or 4,000 at a pop. That’s not what this ordinance was and they’re effectively trying to manipulate the system thru the use of shell not-for-profits that undermine the intent and it needs to addressed immediately.”
Alderman Lopez is working on language to close the loophole with Susanna Mendoza, the state comptroller, who pushed the puppy mill ban when she was city clerk.
