Police say the Wisconsin man who killed three Girl Scouts with his car was huffing chemicals before the crash.
21-year-old Colten Treu is charged with four counts of homicide after driving his vehicle into a group of 12 people picking up trash along the side of the road. Three young girls and one parent were killed, with another girl in critical condition.
