Baraboo School District says that free speech makes it difficult to discipline the boys involved in the “Nazi Salute’ photo.
The Superintendent sent a letter home to parents saying that it is hard to know the intentions in the heart of those involved.
The photo was of 60 boys on the steps of a courthouse before prom. The parent who took the photo said they told the boys to wave good bye, not make the gesture.
