(CHICAGO) Relations between Mayor Emanuel and Governor Rauner have become so bad, the Mayor is telling people he could remove Chicago from the State of Illinois.

Emanuel was at the National Press Club in Washington being asked if the state will pass a budget before the 2018 election and whether Chicago schools will open on time in September, and he said, “If you take the City of Chicago out of the state of Illinois, which I’m tellin’ ya, everyday I wanna do, but if you take ’em out, the State of Illinois’ graduation rate will either fall flat or decline, or reading scores flat or decline, or math scores flat or decline. Illinois without Chicago would be falling backwards.”

The mayor also told the press club he couldn’t predict whether the special session will indeed produce a budget.
